1 tablespoon baking powder

1/2 teaspoon baking soda

1 teaspoon salt

1/4 teaspoon black pepper

1/2 cup unsalted butter, cold and cubed

1 cup shredded sharp cheddar cheese

1/4 cup chopped fresh chives

3/4 cup buttermilk

Preheat the Oven: Preheat your oven to 425°F (220°C) and line a baking sheet with parchment paper.

    Combine Dry Ingredients: In a large mixing bowl, sift together the flour, baking powder, baking soda, salt, and black pepper. Whisk until well combined.

      Cut in Butter: Add the cubed cold butter to the flour mixture. Using a pastry cutter or your fingers, work the butter into the flour until the mixture resembles coarse crumbs.
