1 lb ground beef or Italian sausage

1 medium onion, diced

2 cloves garlic, minced

1 bell pepper, diced (any color)

1 (14 oz) can diced tomatoes (with Italian herbs optional)

1 cup pizza sauce (look for low sugar options)

2 cups cauliflower rice (fresh or frozen)

1 tsp Italian seasoning

1 tsp oregano

1/2 tsp red pepper flakes (optional)

2 cups shredded mozzarella cheese

1/2 cup sliced pepperoni

1/4 cup grated Parmesan cheese

Fresh basil leaves, chopped (for garnish)

Instructions
 

Preheat your oven: Begin by preheating your oven to 350°F (175°C).

    Cook the meat: In a large skillet over medium heat, add the ground beef or Italian sausage. Cook until browned, breaking it up with a spatula. Drain excess fat if necessary.

      Sauté the veggies: Add the diced onion, bell pepper, and minced garlic to the skillet, cooking for about 5 minutes, or until the onions are translucent.

        Combine the sauce: Stir in the can of diced tomatoes (with their juice), pizza sauce, cauliflower rice, Italian seasoning, oregano, and red pepper flakes. Mix well, then reduce heat to low and simmer for about 10 minutes so the flavors meld together.

          Layer the casserole: In a 9x13 baking dish, spread half of the meat and vegetable mixture evenly on the bottom. Sprinkle 1 cup of shredded mozzarella cheese over the mixture, followed by half of the sliced pepperoni. Then repeat with the remaining mixture, finishing with the last cup of mozzarella cheese and the remaining pepperoni on top.

            Bake: Cover the casserole with aluminum foil and bake in the preheated oven for 20 minutes. Remove the foil and bake for an additional 10-15 minutes, or until the cheese is bubbly and golden brown.
